Jos Plateau Tin Mining: The Powerful Story Behind the 1958 Colonial Mining Landscape

A January 1958 view of Vom Road captures the vast industrial transformation of the Jos Plateau through tin mining and the enduring landscape created by decades of extraction.

A photograph taken along Vom Road in January 1958 presents a deceptively tranquil scene. Pools of water interrupt irregular heaps of excavated earth, while the distance softens the scars left by mineral extraction. Yet the landscape is not simply picturesque. It records the physical consequences of Jos Plateau tin mining, one of the most important extractive industries in twentieth-century Nigeria.

By 1958, commercial tin mining on the Plateau was already more than half a century old. Tin had helped draw capital, machinery, labour and transport infrastructure into the region, transforming sections of the Plateau into an industrial mining zone. The dumps, excavations and ponds visible in landscapes of this kind belonged to a mining economy that was still active on the eve of Nigerian independence.

In 1958, the area around Vom lay within Plateau Province in Nigeria’s Northern Region. Plateau State was created in 1976, nearly two decades after the photograph was taken.

Jos Plateau Tin Mining and the Rise of a Colonial Industry

Tin had been known and worked in the Plateau region before the establishment of British colonial industrial mining. What changed dramatically in the early twentieth century was the scale and organisation of extraction.

Following British conquest and the consolidation of colonial administration, commercial mining expanded rapidly. Cassiterite, the principal ore from which tin is obtained, became the foundation of the industry. Columbite, valued particularly for its niobium content, also became an important mineral product.

Large-scale extraction brought companies, prospectors and heavy equipment into the Plateau. Mining increasingly depended on mechanised methods capable of shifting quantities of earth far beyond what could be achieved through manual digging alone.

The Federal Nigerian Annual Report 1957 described the extensive tin deposits of the Jos Plateau as its great economic asset. The report recorded both alluvial and lode workings and noted the importance of mechanical equipment, locally generated hydro-electric power and rail transport to mining operations.

Tin production was connected to a much broader industrial network. The mineral had to be extracted, concentrated, transported and exported. Rail connections, power generation and commercial infrastructure became closely tied to the success of the industry.

Nigeria joined the International Tin Agreement in December 1957, at a time when export controls were being used to address pressure on the international tin market. Nigeria’s permitted export allocation represented a substantial reduction from its productive capacity.

The columbite market was also experiencing difficulties. By the time the Vom Road photograph was taken in January 1958, the Plateau was therefore not witnessing the birth of mining, but a mature industry responding to shifts in global demand and mineral prices.

A Landscape Manufactured by Extraction

The most immediate evidence of mining is the land itself.

Alluvial mining involves working mineral deposits that have been transported and deposited by water. On the Jos Plateau, obtaining cassiterite from such deposits frequently required the removal and processing of large quantities of soil, gravel and other material.

Mechanisation greatly increased the scale of disturbance. Excavators, draglines, pumps, dredges and treatment equipment enabled mining companies to move enormous quantities of material and alter valleys, stream beds and agricultural land.

This helps explain the characteristic appearance of historic mining areas on the Plateau.

Large mounds represent material displaced during excavation. Depressions mark places where the original ground surface was cut away. Changes to drainage and abandoned workings created conditions in which water accumulated, producing some of the ponds that became familiar features of former mining districts.

Mine spoil can include rock, soil and overburden removed in the course of reaching mineral-bearing deposits. Tailings are the materials remaining after ore has undergone processing or concentration. Both became characteristic features of heavily worked mining districts.

The Workers Behind the Tin

The physical landscape is only one part of the history. The industry depended upon a large labour force.

Workers came to the Plateau from different parts of northern Nigeria and from neighbouring territories. Historian William M. Freund documented the development of migrant labour in the northern Nigerian tin fields between 1903 and 1945, showing how colonial economic change, taxation and expanding cash needs contributed to the creation of a large mining workforce.

During the Second World War, when tin became strategically important to the Allied war effort, the colonial state introduced forced labour for tin production. Freund’s research shows that the wartime scheme proved costly and inefficient and faced opposition even from some business interests.

This episode forms an important part of the social history of the Plateau mining economy. The industry was not simply a story of mineral exports, machinery and corporate investment. It was also the story of workers whose lives were shaped by colonial labour policies and changing economic pressures.

Mining created opportunities for wage labour and commercial activity, but its benefits and burdens were unevenly distributed.

Tin, Columbite and the Colonial Economy

Mineral production from the Plateau entered an export economy organised on an international scale.

Tin was valuable to industries far beyond Nigeria. Columbite also acquired considerable importance, particularly as demand for niobium increased during the twentieth century.

Colonial rule created conditions in which private capital and mining companies could exploit deposits more intensively. Major firms, including Amalgamated Tin Mines of Nigeria, became prominent in the mining economy.

The industry helped stimulate infrastructure and employment and contributed to export earnings. It also reorganised land and labour around the demands of mineral production.

Tin was already known and worked locally before British industrial exploitation. The major colonial transformation came through the scale of extraction, corporate ownership, mechanisation, access to capital and political authority.

Mining became integrated into a commercial system capable of removing minerals from the Plateau in quantities that profoundly reshaped both the economy and the terrain.

The Environmental Legacy Beneath the Water

The ponds and dumps associated with former tin workings remain among the most visible reminders of this history.

A pool occupying an abandoned excavation may resemble a natural lake, particularly after vegetation has returned around its margins. Many water bodies in old mining areas, however, developed in excavations and depressions created or significantly altered by mining.

Environmental conditions vary from one former mining site to another according to geology, waste composition, mining methods and later land use.

Scientific studies have identified serious environmental problems at particular sites.

Research published in 2022 examined pond water, soils and food crops around an abandoned tin-mining community in Bokkos Local Government Area. The study identified elevated concentrations of several potentially toxic elements and reported significant potential health risks through contaminated water, soil and the food chain.

A further study published in 2026 examined radiological conditions associated with tin mining on the Jos Plateau. Researchers analysed soil, tin tailings and agricultural products.

The study reported uranium-238 activities in sampled tailings reaching as high as 3,000 becquerels per kilogram and thorium-232 reaching as high as 6,400 becquerels per kilogram. Researchers identified elevated radiation exposure pathways associated with the investigated mining environments.

These studies demonstrate how the environmental legacy of mining can continue through soil, water, agricultural production and direct contact with former mining materials.

Reclamation and the Problem of Abandoned Ground

Environmental damage became a recognised issue during the mining era itself.

Legislation introduced in the colonial period required commercial operators to address land damaged by open-cast mining. Reclamation efforts, however, remained limited.

Geographer Michael J. Alexander’s study of reclamation on the Jos Plateau found that only a small proportion of the land affected by mining had been successfully reclaimed. His work also examined reclamation practices, including the extensive planting of eucalyptus.

By the late twentieth century, the decline of large-scale mining had left extensive areas of disturbed land.

Abandoned pits remained prominent features of the landscape. Some became ponds. Others remained accessible to people searching for mineral deposits left behind by earlier operations.

This created a second life for portions of the colonial mining landscape.

Where industrial companies had once worked with heavy machinery and substantial capital, artisanal miners later returned to old workings with far fewer resources and considerably greater personal risk.

From Colonial Workings to Modern Artisanal Mining

Mining remains an important livelihood in parts of Plateau State.

The persistence of artisanal and small-scale mining demonstrates why the old tin fields are more than remnants of industrial history. They continue to be economic spaces where people search for commercially valuable minerals.

The dangers can be severe.

In May 2026, the News Agency of Nigeria documented deaths associated with collapses at unregulated and artisanal mining pits in Plateau communities. The report included accounts of young miners and breadwinners killed while working underground.

One reported collapse in an old mining pit had buried more than 20 people during the previous year. State officials said miners were being encouraged to organise through cooperatives and that screened operators holding valid licences were permitted to operate.

The continuation of mining complicates reclamation. Authorities are dealing not only with the physical remains of an earlier industry but also with land that continues to attract miners because commercially recoverable minerals remain.

Government Moves to Map and Regulate the Old Mining Landscape

The scale of abandoned mining land has become an important modern policy concern.

On 4 March 2025, the Federal Government announced collaboration on a Geographic Information System database project intended to identify and characterise abandoned mining sites in Plateau State.

The first phase was designed to gather information using satellite imagery and comparison with conditions on the ground. The information would support site identification, environmental assessment and future planning.

A second phase envisaged reclamation and possible reuse of suitable areas, including renewable energy, agriculture and tourism where conditions permitted.

Plateau State also tightened regulation of mining operations in 2025.

Executive Order 001 of 2025 temporarily suspended mining activities across the state’s 17 local government areas from 21 February while operators were screened.

On 23 May 2025, Governor Caleb Mutfwang announced that 159 operators had been cleared to resume activity. They included holders of mining licences, small-scale mining leases, exploration licences, artisanal and small-scale mining permits, a quarry lease and operators of tin sheds or buying centres.

Mining remained restricted for operators who had not been cleared.

These measures addressed a modern challenge with deep historical roots: how to benefit economically from Plateau’s mineral wealth while controlling dangerous mining practices and reclaiming land transformed by decades of extraction.

A Photograph Between Industry and Environmental Debt

The landscape photographed near Vom Road in January 1958 stands at a revealing moment in Nigerian history.

Nigeria was approaching independence, but the Plateau already bore the unmistakable physical imprint of a mining economy built over the preceding decades.

Mining had produced employment, commercial development, infrastructure and export revenue. It had also altered land on an enormous scale.

The dumps and ponds therefore embody two intertwined histories. They record industrial expansion and the environmental consequences that survived individual mines, companies and production cycles.

The photograph, attributed to Ruth Bourne, preserves a landscape in which the physical impact of mineral extraction had already become part of the geography of the Plateau.

By January 1958, intensive tin and columbite extraction had transformed sections of the Jos Plateau into one of Nigeria’s most distinctive industrial landscapes.

Conclusion

Jos Plateau tin mining reshaped far more than Nigeria’s mineral economy. It changed landscapes, drew thousands of workers into mining districts, encouraged infrastructure development and connected northern Nigeria more closely to international commodity markets.

The January 1958 Vom Road photograph is powerful precisely because the scene is so quiet. There are no machines dominating the frame and no miners visibly struggling underground. Instead, the land itself carries the evidence.

Mounds of displaced material, excavated ground and water-filled depressions reveal what decades of extraction had done to the Plateau.

More than sixty years after Nigerian independence, that history remains visible. Scientists continue to examine contamination and radiological risks in former mining areas. Artisanal miners continue to enter old and newly worked pits. Government agencies continue to confront the challenge of licensing, mapping and reclaiming damaged land.

The tin industry may no longer dominate the Jos Plateau as it once did, but the landscape it created has outlived the mining boom.

The enduring lesson of the Jos Plateau mining landscape is that industrial development can leave consequences far beyond the period in which minerals are extracted. Tin and columbite brought employment, infrastructure and commercial importance to the Plateau, but the same industry displaced immense quantities of earth and left pits, spoil and altered land that subsequent generations inherited. The 1958 Vom Road photograph captures both sides of that history: the economic power of one of Nigeria’s most important twentieth-century mining industries and the enduring environmental legacy created by transforming the land on such a scale.
